This code block was marked for removal in J4 so removing it. Not sure how long it has been there but its not usable in a current install

This was something I did when we moved to tiny 3 if I recall correctly. It was for when people added their own custom template files so probably broke when it got changed to the new tiny path. Either way perfectly good to remove. Thanks!
