Sets the global values for some advance module options, they include the following: Module Class Suffix, Module Tag, Bootstrap Size, Header Tag and Header Class.

I try to test this, but its for an old version. The file doesnt exits anymore.

Thank you for your contribution but the PLT has decided it is not fit for the Joomla core. Therefore I will close this pull request.
