Steps to reproduce the issue
Add Field tooltip (description) to a formfield of any type.¨
Also happens with integrated Modules like mod_banner.
XML Like:
<field name="fieldname"
type="list"
default="defaultoption"
label="The Label" ¨
description="The Description">
...
Expected result
Tooltip like in J3.x when hover over the name.
Actual result
Hover state like in J3.x but the description text is also rendered below the element.

J4 Alpha2
PHP v. 7.1.8

This is the expected and deliberately changed behaviour for Joomla 4
Changed Title to "[4.0] ".
