Steps to reproduce the issue
- goto /administrator/index.php?option=com_modules
- in module name filter type "Увійти"
- click Enter button
Expected result
- Must be finded 1 module "Увійти до системи"
Actual result
- no modules finded
System information (as much as possible)
web server xampp-win32-7.0.13
joomla 3.8.1

very strange. In Joomla 3.6.5 no problems (on hosting web server)
i will try to debug filering procedure
