Steps to reproduce the issue
We can't update from admin panel via automatic update using your updates servers or to download full or updates packages from your site
For example:
https://downloads.joomla.org/cms/joomla3/3-8-0. If i want to donwload Joomla! 3.8.0 Full Package (.zip) and click to https://downloads.joomla.org/cms/joomla3/3-8-0/joomla_3-8-0-stable-full_package-zip?format=zip
After type this address we redirecting to https://s3-us-west-2.amazonaws.com/joomla-official-downloads/joomladownloads/joomla3/Joomla_3.8.0-Stable-Full_Package.zip?X-Amz-Algorithm=AWS4-HMAC-SHA256&X-Amz-Credential=AKIAIZ6S3Q3YQHG57ZRA%2F20170926%2Fus-west-2%2Fs3%2Faws4_request&X-Amz-Date=20170926T075538Z&X-Amz-Expires=60&X-Amz-SignedHeaders=host&X-Amz-Signature=cc12108fe5bb3b90c466f6c0c97454fa567ad6f2cbdf445fefb37085af538f79
