This pull-request is the first in an attempt to implement bootstrap v3 support into joomla.
So far the core JUI less files are changed to their new versions, variables used by joomla are changed to their new name, and the default frontend theme protostar is adjusted to work with the new less files.
That basically means, both the JUI less files and the protostar files do compile with recess.
No adjustments to protostar were done so far, only the attempt to provide nearly the same look as before.
Some things are still missing, especially the markup for the JUI elements need to be changed. But this pull request is only meant to offer assistance and see if i am even on the right track regarding your roadmap. Maybe you are planning something complelely different.
So if you intend to not use bootstrap v3, or need some more patches on that topic, feel free to drop this pull request, or let me know that i should continue to work on that topic ;)

Thanks for your contribution - At this time we are only using github as the place to submit code fixes, the actual reporting of issues and testing fixes is still taking place on Joomlacode.
