This is a rather simple change to allow localised date formats in the publishing state tooltip.
Summary of Changes
Uses JHtml::_('date') to format the date.
Testing Instructions
In the article manager create a pending and a retired article.
- Check that they still show correct with the expected symbols
- Check that the date is formatted according to the active language. Eg in english it should be YYYY-MM-DD HH:MM and in german it will be DD.MM.YYYY HH:MM
