Adds the new sample data extensions to the helper.
Code review for testing? It is used in the Joomla Update process to refresh the manifest data on each update. My use case for this is to make sure this extension isn't checked as part of the new Joomla Update for 3.9 (but clearly that's not in the staging branch)

I'm not planning on anything in J4 for now - do the PR for the behaviour plugins there (i think they are the only extra new things there?)

@wilsonge are you psychic? I was looking at this file right now in the j4 branch. Should I update the list for j4 or is it going to be replaced with something else
