I don't know why the folder structure is different in 4.0-dev than in staging in /libraries/src. This pr changes src to look the same as on staging. Sync between the two branches will be then much simpler.
This will happen as part of merging in staging. When i merged in staging last week I deliberately went to the commit before. Because it's a particularly painful commit. nearly every file conflicts :) But doing it as an independent PR is just going to give more conflicts!
