Steps to reproduce the issue

Download Joomla! 3.7.4 to 3.7.5 Patch Package https://downloads.joomla.org/cms/joomla3/3-7-5/Joomla_3-7.4_to_3.7.5-Stable-Patch_Package.zip?format=zip

Expected result

Version 3.7.5 with PR 17428 : new database.php file

Actual result

This patch file only updates the current version. It shows 3.7.5 but no update hasd been done. The file database.php is not in this patch file.

OK, it's normal.

This file is part of a new installation and is in installation directory.
