[#17370] - JFormFieldVotelist extends wrong field

It is extending JFormFieldList but it should be extending JFormFieldRadio so that the field is displayed as a show/hide switch and not a dropdown select

@brianteeman looks like something wrong as there is no Test-Button at Issue Tracker.

thats an issue with the tracker not this PR. Remember I submitted the PR while github was having issues
