[#1732] - Uninstall package sees no manifest

When installing a package, everything runs fine and following the file structure everything including the manifest file for the package goes to the correct folder. File permissions should also give Joomla control over the files/folders.
However when uninstalling the package it give an error that there is no manifest file. The file is there but this error prevents uninstalling a package.
Component/plugin uninstalls run fine.

Update: Seems its not a common issue, I cannot upload an xml file here but I included the manifest file in the tracker.
