Here it is the menu item parameters in Joomla 3.6 :

And here, it is the menu item parameters I got in Joomla 3.7.3 just after upgrading from 3.6 :

You can see that I can not select "Global Parameters" in Joomla 3.7.3

Going to guess it is an issue with the plugin you have installed that's
doing the "exposed" tab

You are right !
After disabling the "Expose System Plugin", I can choose again between "Use global", "Show" or "Hide".
Note that the plugin is mentionned as "for Joomla 2.5". But it was working with Joomla 3.6. Seemingly not with 3.7.x

Would you like to keep the issue opened ?
