This is a proposal of a new feature for the future Joomla 3.2.
Is an automatic Multilanguage site generator during joomla installation:

After the install you will have automatically a multilingual site:
- Creates the Content Languages
- Create menus
- Create menu home items
- Create menu modules
- Activate language plugins and multilanguage status module
- Show flags module in frontend

The draft of this idea was done during the redCOMPONENT Epic participation in the last Joomla Pizza Bugs and Fun.
