Steps to reproduce the issue
- All steps at back-end
- Set global config / server / error reporting to "maximum"
- Open users list: main menu / users / manage
- Click button NEW
Expected result
No error, notice or warning
Actual result
At the top of the form, you will see:

You are my champion, because enabling the User-Joomla plugin solved the issue. You may ask yourself why the User-Joomla plugin was disabled, the reason is that I am using a 3rd party plugin that replaces it. Apparently this 3rd party plugin has 'forgotten' something. Maybe it's only since J3.7.2 because the issue did not occur earlier. Thanks a lot!

That's a completely different problem and as you can see from the complete error message the problem is in the K2 module and not the core of joomla. You should ask for support from k2 or in the joomla forum https://forum.joomla.org
