Steps to reproduce the issue
Try installing 4.0. it will show a notice (for me in the lower left corner)
Expected result
No notice
Actual result
Notice: unserialize(): Error at offset 2 of 532 bytes in ...\libraries\vendor\joomla\registry\src\Registry.php on line 80
Additional comments
This only happens on a fresh browser window. Once you reload the page, the notice no longer shows.

Nevermind, after a reboot of the computer it was gone. Looks like something was botched in the server.
