If a user note is set, the "Display note" link, that uses the modal css class, is broken because the modal behavior is not set.
I can't confirm this. It works for me.

Yes, On one installation with 3.2.2 the bug is still present.
There is no 3.2.2. Could you please make sure that this is really a Joomla issue and not something with a third party script or something? I tested again and it still works for me.

I'm not sure I understand you correct. When you write 3.2.2-dev you either mean a nightly build or current master. Both should have that commit because they are actually the same thing.
But the real question is: With current master, is there still an issue or was it fixed with that commit?
Again, when I click on the link that should lead to the note for the user, I get a modal with that note. So I don't see a bug there. If you still have a problem, please describe exactly where you get that problem.
With current master the issue is solved.
