Added output for entered comments.
Activate plugin System - Redirect and set option Collect URLs to YES.
In front-end enter one or more wrong URLs to collect some 404-URLs.
In back-end go to Components > Redirects.
Select one or more of collected 404-URLs.
Click Batch update new URL(s) below list.
Enter a comment and Update Links.
To see the note you have to open the link in edit view.
Apply patch.
Now you see the note directly in list view, too.
As in component com_menu (list view).

The field is called "comment" not note
On purpose. What's the problem to use Note? I don't know why we use everywhere Note but only in com_redirect we use Comment.
If the field is called comment then it should be displayed as comment here
if you think it should be called note then it should be disaplyed as note everywhere
I have no opinion on which word is correct but you cant give the same thing two different names
