Yes, a positive list would be better than a negative one.

Not at all, both have their place but we can't list every possible
substring someone might choose to put into a file name, though we could
obviously restrict to two levels -- doubtless that would have its own
complaints. but this has long ago been merged, as the promised code was
never provided.
