Steps to reproduce the issue
Try deleteing an empty category
Expected result
Able to delete without any error messages
Actual result
Call to a member function cleanupValues() on boolean
Stacktrace shows an error in the fields plugin:
Error: Call to a member function cleanupValues() on boolean in D:\xampp\htdocs\joomla4\plugins\system\fields\fields.php on line 160
The category is still deleted afterwards.
