Summary of Changes
Updates the framework filter package to version 1.3.2 covering the filter changes done in Joomla 3.7.0 and 3.7.1 (fixing the bug in 3.7.0).
As JInputFilter extends from the frameworks version, I've added the filter package as an explicit dependency in the composer.json file
Testing Instructions
N/A - the CMS code doesn't directly use this method (it uses JFilterInput and the CMS overrides the relevent method by default).
Expected result
Anybody using the framework class directly (more than possible due to the typehints we have set up) can do so and get the fixes mentioned above
