[#15434] - [4.0] Could not edit module in frontend

Steps to reproduce the issue

  1. Install Joomla 4
  2. Login to frontend using a super admin account
  3. Try to edit a module

Expected result

A form displayed allow changing settings of the moduke

Actual result

No form is displayed (nothing is displayed in component area)

System information (as much as possible)

Additional comments

Might related to routing. After this command https://github.com/joomla/joomla-cms/blob/staging/components/com_config/controller/modules/display.php#L37, $viewName has value article (the view of Home menu item - which is Single Article menu option )

A temp fix would be hardcode $viewName to modules since that's the only view available for that controller but that look like not a right fix
