Pull Request for Issue #15350.

Summary of Changes

This fix the issue with saving article error when publish up, publish down is empty.

Testing Instructions

  1. Install Joomla 4

  2. Follow the instructions at #15350, confirm error

  3. Apply patch, check it again. The error should be fixed.
