Removed 'eval' usage, added validation if tag is set in libraries/joomla/updater/adapters/collection.php , like it's done in the master branch with 3.x ver

Closed as per comment on joomlacode
Same needs to be done in libraries\joomla\updater\adapters\extension.php line 38 , both are trowing error on PHP 5.4.x
