In a site in https try in Menus Edit Item --> Metadata --> Secure set OFF but this menu item still remains in https
that menu param does all that menu param does it affect mod_menu not the page itself, better delete the parameter.

it absolutely does work in the scenario i explained. it obviously cannot turn off https if it is configured at a server level
Sorry but in my test it don't work. If https is enable in the global configuration you can't disable it in a single menu item. Also @wilsonge confirm me it can't work and ask me to open the issue.
For me also the same parameter in the login options need to be investigate.
I already said that this is for when the site is not default to https

You can not do that. Let me try and explain again
You hahve a site that you only want the registration page to be on https
You go to the menu item for the registration page and set the option to On
On the other pages you must therefore have something to SHOW that https is
not on. That is what the Off does

this is not correct. on a site that is not 100% on https then you can set a single menu item to use https . So if you have a setting ON you must also have a setting off
