[#13600] - Fix single tags routing in Joomla 4 Branch

Currently you cannot navigate to tags without a menu item in the J4 branch. This appears to fix the problem (although I'm not sure if it's the right solution??) @Hackwar can you have a glance at it please?

You may want to look at older PR #11166 which is B/C and remove IDs from urls.
