[#13265] - Disable db query cache when system debug plugin is enabled (or have an option for that)

To check the real performance of a db query in debug toolbar we should disable the database query caching. Or have an option in the debug plugin for doing that.
you can notice that is using db query caching in the db query profiles
Don't really know how to do that, so i make this issue as a placeholder for that.
Maybe people more expert in db systems can have a look.
