[#12955] - Joomla update/reinstall fails on windows

Hi Folks
Found an issue on updating/reinstalling Joomla on my localhost (Win7/64, PHP 5.5.11 ) and need confirmation.
As the URL to the update package as now a query in it, the updating routine tries to save a file from
to the $target
C:/Users/roger/Websites/joomla/kunden/joomlasite/tmp/joomla_3-6-4-stable-update_package-zip?format=zip&jcompat=my.zip
The file_puts_content in JFile::write fails and returns false (not catched nor logged).
(administrator/components/com_joomlaupdate/models/default.php:323)
Is this just on my system, or does the file_put_contents function on Win-PHP having a problem with queries in a
filename in general?
Now, to update a Joomla on localhost, I have to download the package manually, copy it to the tmp folder, start the debugger and correct the package filename, in models download method.
Can someone confirm that behaviour?
Steps to reproduce the issue
Reinstall a Joomla 3.6.4 on Win7/64 localhost, if posible with PHP 5.5.11
Expected result
Reinstall Joomla successful, at least catch and log the false from the JFiles::write() with a more informative message
Actual result
Reinstalling fails with the general (java script-) error 'The archive file is corrupt, truncated or archive parts are missing'
System information (as much as possible)
win7/64 - PHP 5.5.11 - on localhost/xampp
Will test it at evening, thanks.

As this patch is allready merged, I tested this with the staging branch, and it worked well now.

How should I proceed?
Please retry it. If there is still a issue please move this question to a Joomla Forum. You can also download the update manually and upload it using the manual update in com_joomlaupdate
Could you let me known the steps for performing a manual update?

I would for Security-Reason Update on latest stable Release
the problem is I can't update!!!! hahaha
that is the reason why I am writing... Joomla won't let me do it
