Not sure about those empty INI's. I'll get that fixed up.
Also, this isn't for BBCode support in Joomla, it's really about BBCode Style Shortcodes, ala WordPress. It's laying the groundwork with core support for that style of shortcode. Although I suppose it would be rather trivial to add those in as an example companion plugin based on this style of shortcode.

Closing this PR as it's against master. Need to update implementation as well.
Great work.
Before I test, a couple of questions/remarks:
Can you also add the code to handle the most common bbcode tags? Like b, i, u, url, code, etc...
Can you make the plugin xml file (youtube) use language stings (instead of 'hight' and 'Width').
What's up with those language files that only contain 'jheaderini'?
