Go to joomla backend in latest staging.
All tooltips look the same.
Some are black the others are grey/white.
Latest staging
IMO, this should be uniformized (white/grey) for 3.7.0.

i understand that they are two different things, but IMHO from a UX persoective diferent mouse overs with different styles is not the best thing.
To me they serve different purposes

Yeah, I get what you mean. But if the styling of the same, then people won't be able to distinguish between a tooltip or popover as easily.
Imho the design should be consistent. But hey i'm no designer.
In my eyes the black tooltips from older versions are better readable for users because of the better contrast to the background.
But a more important issue is this flickering of both (popover and tooltips). The JS for the tooltips must be checked and improved to avoid flickering. I think everyone has sometimes seen this behaviour in Joomla! - so please: can this be fixed?
Thats correct. Its beyond our control and even Bootstrap themselves were
unable to fix it
