When the component is disabled and have modules, you see a warning on the modules view. But its missing a btn class for the bootstrap style.
Test instructions:
install cb or other component that have a module
disable the component
Go to modules
see the correct button style

Is this just a CB issue? I installed JEvents which also has modules but disabling the component did not put a warning on the modules in the module view

No, try to search the module on the manage page, then turn it off.
Then go to module page, here you will see the issue, if you have already a module from that component.
Ah you said disable the component and the module will have a missing button class. You need to disable the module
