Creat more than + 500 menus in your site.
Global configuration -->System-> Default List Limit
set the limit to 500.
Go to show all menus. The effect is that Joomla show the list to 5 instead of +500 of your menus same for modules only 5 is shown. This effect all..

I have it on a live multi langue production site with Joomla 3.6.2 where I have a lot of menus, modules. I have not tested it with latest staging.
Do you created many menus +500 first and then tested it?
yes, created 500+ modules
I can reproduce that problem on Joomla! 3.6.2 Stable menu section.
@andrepereiradasilva same here, works on many listst, but not on menu lists.
Also not on described, filter show all menus list.
Yes org desc is really confused.
It can only be reproduced in all menu items.
did you checked my animated gif?
can you try in latest staging, and if the problem remains can you do the exact steps or make a animated gif of the issue (use can use, for instance, licecap http://www.cockos.com/licecap/ for creating the animated gif)?
Mhh, sorry did forget new all items feature, that was a misunderstanding.
Did also work here Joomla! 3.6.2. on different installations!
I trace down this to when you open Extensions-->Modules and it must be an older version of "Advanced Module Manager" that take over and have only settings 5,10,15,20,25,30.50,100, All and when you set up 500 default Advance Module Manger set this to 5 instead..
So we can close this one...
