Steps to reproduce the issue
- Open IE8 (or open IE11 and set it to IE8 emulation)
- Go to Module Manager
- Click on the Search Tools button
Expected result
The dropdown should open allowing you to filter the search
Actual result
Nothing happens:

indexOf isn't supported in IE8, so perhaps the Pollyfill PR will resolve this but will need to test
