The tooltips on the Content Images and links tab states
COM_CONTENT_FIELD_IMAGE_ALT_DESC="Alternative text used for visitors without access to images. Replaced with caption text if it is present."
So I would assume that if you have text in both the alt and the caption fields the one in the caption field is used for the alt text. But its not. So either there is a bug in the code or the tooltip is incorrect. See the movie below

I assume the code must have worked as described in the tooltip at one time.
So either there is a bug in the code and it needs fixing OR the code is no
longer there and the text needs updating

The tooltip is incorrect. I rely on the current behavior for a long time now and it never changed.
(Sometimes I think it would be good to use the caption as alt if alt is empty.)
