Testing Instructions
- Use latest staging
- Apply patch
- Go to Extensions -> Manage -> Install
- Click on the "X" in the JED message. You should now be redirect to the oprions to disable the message.

I have tested this item 
successfully on 6e87496
The error shows up when clicking the X, after applying the patch the X takes me to the config screen as expected.
