[#1030] - Add anchor titles to linked article and category names

For accessibility reasons anchors should always have titles. This commit adds titles to linked article titles and parent category titles in article views and featured blog views.
I don't know how to fix this in category blog views now that JLayoutHelper has been implemented in that view.
Now updated to also fix JLayoutHelper layouts to match...
Now added updates to add anchor titles to site logo an back-top link in Protostar.
Also swapped back-top link ID for class. It's never referenced in CSS and css elements should use class and not ID. This has no effect on functionality.
Royally fubar'd my master. I'll resubmit close this one and resubmit with all changes in their own feature branch :)
