Steps to reproduce the issue

We have over 20,000 weblinks in 500 categories, we display them using modules. This is a vital part of our business.

Actual result

Attempted updates to Weblinks 4.0.0 results in the top level menu items showing error "Requested page can't be found". The majority of our content can't be found.
