Summary of Changes
- CS fixes for mod_weblinks come from @chmst
- Change config option value so that Edit Custom Fields is enabled by default. It is consistent with our other core components and make it works well with the check from mod_menu https://github.com/joomla/joomla-cms/blob/4.0-dev/administrator/modules/mod_menu/src/Menu/CssMenu.php#L365
