With joomla/joomla-cms#27130 we renamed the language files by removing the language prefix. This PR does the same for Weblinks.
Once merged, I can adjust Crowdin to match the files.
Summary of Changes
Removing the en-GB prefix from the language files.

Install in Joomla 4.0 and test if language strings still work
