Description
This PR adds to com_weblinks the language flags in language columns as done for the rest of Joomla components in joomla/joomla-cms#8815
How to test
- Fresh Joomla install with multilanguage (several languages).
- Apply this patch
- Add some weblinks in different languages
- Check if flags are displayed in backend weblinks listings.

This has already been merged to Joomla in joomla/joomla-cms@e8b9c74.
For consistency and because there has a change in hathor weblinks override (joomla/joomla-cms@e8b9c74#diff-75d4d8302fd6f3970ec35a1430b048cbR185) , should be merged here to.
