[#104] - Add local configuration file for RoboFile.php

It seems that a few users were "hacking" the RoboFile.php to adapt to local environment or to slightly change the behaviour. The problem of course is that your changes get overwritten each time.
With this PR I add a local optional configuration file. I stress that this file is optional and everything will keep working with sensible defaults if no file is there.
Basically this PR has full B/C.
