Aligns flags in multilanguage menu in backend.
Testing Instructions
- Install a Joomla 3.5.0 with multilanguage
- Use chrome or safari (in firefox already worked fine). Go to "Menus" menu. You will see something like this:

4. Now you will see the menus correctly displayed.

I have tested this item 
successfully on e9672a5
Able to reproduce then #9713 works as expected, even with a very long menu title - Thanks
Not tested on safari but Chrome & Yandex (Chromium).
