Steps to reproduce the issue
Create a blog category with lots of articles (enough for pagination to display) or a blog list
Click on the next page and the pagination has gone
Page 1
Page 2 etc

- on article edit layout missing "Permission" & "Configure edit screen" tabs.

there is another issue in the pagination, go to the Articles manager (clear any filters) click on the 2nd page for example, it will show "No Matching Results". All the articles except for the first page aren't displayed.

Can't reproduce this.
I'm closing this issue in favor of #4330 which should fix it.

Just spent 2 hours trying to trouble shoot this issue... glad I found that it is a confirmed bug.

This issue is not happening in Joomla 3.3.3 can you revert changes on pagination?
